Welcome to our consultation website. Here you can find the latest information on proposals by the Angus Land Company (ALC) for the delivery of an exciting new mixed-use hotel, golf, leisure and residential development, on land at Shank of Omachie in Angus.
Located to the north and east of the village of Wellbank, Brae of Angus will create a new world-class destination.
This will include a five-star luxury Hyatt hotel—the first five-star hotel in Angus — with global marketing company IMG managing other leisure facilities.
Covering approximately 310 acres, Brae of Angus represents a landmark opportunity for the region and is one of the most significant tourism and leisure investments in Scotland in recent years.
The scale of investment, amounting to some £480 million, alongside the involvement of globally recognised operators Hyatt and IMG, signals strong confidence in the area and will generate substantial benefits for local communities and the wider economy.
The acceptability of the principle of development has already been established for the site, with Planning Permission in Principle (PPiP) previously granted for a sitewide masterplan for a hotel, golf, leisure, and residential development.
ALC recently acquired the land and is starting a new planning and consultation process for a similar proposal to deliver a high-quality new development.
The proposed development is classed under planning regulations as a ‘major’ development and, as such, will be subject to pre-application consultation (PAC) prior to the submission of an application for PPiP to Angus Council. It included the holding of two drop-in public consultation events, which took place at Wellbank Village Hall in April and June 2026.
At these events, the proposals for the development were put display and there was the opportunity to provide feedback to help shape these, with members of the project team there to answer any questions.

The Team
The site was recently purchased by the ALC, owned by the private investment company Mocca Capital, which is partnering with Castle, an established international developer with a history of delivering successful mixed-use hotel, leisure and residential projects.
ALC is working closely with leading global brands and operators, who remain actively engaged and supportive of the project through planning, build-out and operations.
Hyatt: The intention is for the multinational hospitality company to operate the hotel and its associated facilities.
IMG: The intention is for the global marketing company to manage the golf business, events and wider leisure offerings.
The involvement of these leading global brands and operators reflects confidence in Brae of Angus’ vision of being a high-quality, internationally recognised destination.

Proposed Development
The proposals have been developed in consultation with these major global brand operators and funders, and we are seeking to ensure that Brae of Angus is fully integrated with and benefits Wellbank and other local communities.
The development will provide a significant boost to the tourism industry by delivering essential high-quality services which are in demand across a large sector of the industry, but currently not available in Angus.
Our proposals include:
- Various levels of hospitality and accommodation are proposed, consisting of approximately 450 rooms across various tiers. This includes a five-star luxury hotel, lodges, mews properties and hotel villas. On-site staff accommodation and facilities will be integrated into the development.
- Conference facilities and Event areas are proposed as part of the hotel, with various treatment centres focused on longevity practices and wellness.
- A modern Wellness and Spa Centre, offering various treatment centres focused on longevity practices, preventative medicine and wellness, will provide a unique focus.
- An 18-hole Championship Golf Course is proposed alongside a state-of-the-art modern golf academy and training academy centre, which includes practice areas and simulation programmes. These will form a new Centre of Excellence for golf performance and training.
- A Golf Club, that includes a restaurant, bar facilities and changing rooms facilities, further enhancing the golfing experience.
- A Country Club for members and visitors will provide additional amenities, which include a gym, various training areas, padel courts and swimming pools.
- Various recreational activities, catering to children of all ages, will be integrated into this multi-generational project.
- A total of 185 mixed tenure homes of various sizes are located across the development. This will include affordable homes.
The housing component is key to the ongoing success of the project, with the proceeds from the sales to be reinvested to cross-fund and support the hospitality-focused elements, including the hotel, golf, and wider resort development.
Better integrated into the wider area, this includes improved footpath links to Wellbank.
Initial concept layout
Landscape and Ecology
Brae of Angus is designed to deliver lasting environmental value – achieving a net positive impact on nature while enriching the surrounding landscape.
By creating a diverse range of habitats, the development will attract species not present locally and restore the culverted Condie burn, bringing it back into the natural environment.
A carefully considered landscaping strategy will enhance this vision by introducing extensive native planting and carefully integrated water features across what is currently intensive arable cultivation.
Biodiversity will be further enhanced through significant new tree planting, alongside the creation of high-quality walking and cycling routes that connect people with nature.
Sustainability is at the core of Brae of Angus. It will embrace modern, low-carbon building principles, combining traditional materials such as stone and slate with responsible construction practices to create buildings that are both enduring and environmentally conscious.
Planning History
The principle of the project’s development has long been established, with Planning Permission in Principle (PPiP) previously granted to a local landowner for a sitewide masterplan for a hotel, golf, leisure, and residential development. These date back to 2010 through to 2019, and, more recently, for detailed hotel designs in 2022.
The current proposal is an enhancement of the previously approved project, delivering a viable development that serves the Angus community whilst meeting tourism demand and the requirements of global operators Hyatt and IMG. The increase in hotel accommodation to 450 rooms (from the 223 in the original masterplan permission) reflects global market requirements for a world-class destination with a more diverse, year-round offer aimed at a wider market.
This is a gentler scheme that is more sympathetic to the surrounding landscape, shifting away from a single large hotel building towards a more distributed ‘village hub’ concept, providing more shared spaces and greater choice for homeowners. It will sit lower and more sensitively within the landscape.
A slightly higher residential component to 185 houses (from 160 in the original masterplan permission), including affordable homes, will widen the mix of homes on offer, helping to meet local demand and fund the hotel, golf, and other leisure elements.
The application will be for PPiP for a sitewide masterplan and not detailed designs. These will be subject to further planning applications should PPiP be granted.
Benefits to the Community
As one of the most significant tourism and leisure investments in Scotland in recent years, with a direct investment of approximately £480 million, Brae of Angus will generate substantial economic benefits both locally and nationally, creating a reason to stay in Angus.
These include:
- Employment: Generating considerable local employment opportunities during construction and operation. With a commitment to recruiting and training a local workforce, this will, on completion, generate a minimum of 190 full-time equivalent (FTE) direct jobs and a further 163 FTE indirect and induced jobs in the wider community. That delivers 353 FTE jobs generated from this investment in Angus.
- Local economy: Increased spending with Angus retailers and service providers, as well as in other attractions within the area. It will also deliver council tax and business rates revenue to the council.
- Supply chain: Supporting communities through the procurement of both services and products locally, aiding local businesses through the generation of supply chain opportunities.
- Skills and training: Proposing a leisure, hospitality and tourism industry training facility. This will provide career opportunities for the local community and the broader tourist industry in Scotland through training and education. These include apprenticeships and onsite training programmes.
- Tourism growth: Aligning investment with the wider golf and tourism strategy of Angus Council, complementing investment in other facilities such as Carnoustie, and strengthening Scotland’s position as a world leader in golf destinations.
- Community access: Providing support for local community organisations, both financially and through the use of onsite facilities, as well as access to shared facilities through a Neighbourhood Membership Scheme.
- Infrastructure and environment: Improving local infrastructure, such as roads and drainage, as well as the potential to enhance public transport. The development will also deliver environmental benefits, creating a habitat to attract species currently not present locally.
- Housing: Delivering quality design and build housing, including affordable homes, which will support the provision of housing in key areas of demand.
Frequently Asked Questions
Traffic movements
The previous planning permission included 160 houses, a 183-bedroom hotel, 10 lodges, event/conference space, restaurants and golf/wellness facilities.
Check-in time for hotels and lodges is typically around 3pm, and check-out is typically around 11am. Consequently, weekday peak-hour vehicle generation from the hotel and lodges will be similar to what was previously approved.
An updated Transport Assessment will be prepared as part of the planning application, including an assessment of the proposed development’s traffic impact on the local road network. A Travel Plan will be prepared to encourage and enable access by sustainable modes of transport wherever possible.
Access to the development from Drumsturdy Road
We are also suggesting that Angus Council promote a 40mph speed limit to the east of the new access on Drumsturdy Road.
Access to the development for walking and cycling
Drainage/ flooding
As part of the drainage design, we will incorporate upgrades to address all surface water drainage issues around the site and to upgrade existing infrastructure, ensuring that no adjacent residential properties are impacted.
Impact on the environment
It is not proposed to floodlight the golf academy and driving range, but a Lighting Impact Assessment could be required at a later stage of design development.
Impact on schools
Secondary school provision is based on the new Monifieth High School, which has a capacity of 1,060, and is currently sitting at 95% (1,010 pupils). However, this is projected to settle and decline in time to 979 pupils (2030), 950 (2031), and 942 (2032).
As a yardstick, 185 houses proposed (less 23 off Drumsturdy Road, which are in the Newbigging primary catchment area), would equate to 37 primary children and 27 secondary children from the development.
We will undertake an Education Assessment to determine impacts on capacities with Angus Council as part of the planning process.

As a ‘major development’, the PAC process includes two formal public consultation events.
The first of these took place on Monday, 27th April 2026, at Wellbank Village Hall, with a second event on Wednesday, 3rd June 2026 at the same venue, providing an opportunity to view the updated proposals.
At these events, there was the opportunity to view the proposals, ask the project team questions, and provide feedback.
Every response submitted through the consultation process will be reviewed and taken into consideration as the project develops.

Next Steps
Subject to our Pre-Application Consultation (PAC) process and further discussions with Angus Council and other stakeholders, it is proposed to submit a planning application in late 2026.
The application will be for Planning Permission in Principle (PPiP) for a sitewide masterplan, establishing the acceptability of development on the site, not detailed designs of buildings, materials, or finishes. These will be subject to further planning applications should PPiP be granted, apart from the Golf Course and Golf Academy (which have already been subject to detailed design).
This planning application will include supporting information covering a variety of topics, including landscape and visual, transport, noise and air quality, housing and education, planning and policy, water and drainage, economic impacts, and ecology and biodiversity.
Included with this will be a PAC report, confirming what community consultation has taken place and outlining how any feedback received has been taken into consideration in the final proposals.
